Mexico's Senate of the Republic passed a bill to reform build and operate freight railroads concessions from 50 to 30 year terms (bnamericas.com, 30-Apr-2021). The bill is expected to reduce barriers for competitors and increases sanctions for regulatory framework breaches. Under the new bill, concessionaires are expected open cargo services to other clients and strengthens ARTF's role as a regulator. The bill is subject to lower house approval.
